Citizen Charter

1.0 Eligibility for getting loan :

  1. Applicant must be Bangladeshi National.
  2. Applicant must have the ability for primary investment (at least 20% of estimated cost).
  3. Applicant have to acquire the ownership of the land of the building.
  4. Applicant have to repayment capacity of the monthly installment of the loan.
  5. Building must constructed in adequately planed area.

2.0 Deeds and documents required to be submitted with loan application :
(A) The following documents are required for the Application of a loan in case of land allotted by the Government/ National Housing authority/ RAJUK/ CDA/ KDA/ RDA/Cantonment Board/Housing Society (land allotted by the Govt.) etc.

  1. Original allotment letter (If there).
  2. Possession transfer letter (If there)..
  3. Original lease deed along with a photo copy of the deed (duly attested by a class one gazetted officer). If original lease deed is not available from the sub-registrar’s office then original receipt (given by the sub-registrar’s office) and a certified copy of this lease deed is required.
  4. No objection certificate (N.O.C)/Mortgage permission letter in favour of the Corporation  is required.

(B) In case of Non Government/private owned land:

  1. Land owner’s original title deed (Sub kabla/ gift/ partition deed)
  2. Certified copy of C.S,  S.A & R.S khatian.
  3. Mutation Khatian, D.C.R, Recent Rent payment Receipt.
  4. Attested copy of chain of documents from S.A/R.S record for gradual ownership.
  5. Non encumbrance certificate (including 12 years search) issued by district registrar’s office is needed.

(C) Necessary documents in case of both kind of ownership patterns:

  1. Two copies of building plan/layout plan approved by the competent authority along with approval letter.
  2. In Dhaka and Chittagong Metropolitan city Soil test report of the land on which the proposed building will be constructed.
  3. (a) In case of multi storied building two copies of structural design of the proposed building is required along with a certificate issued by a graduate civil engineer/Executive Engineer/ Engineering consulting firm with at least 5 years of experience in this field.
    (b)  In case of a building having 7 storied or over, a certificate is needed to be issued by a experienced graduate civil engineer/Executive Engineer/ Engineering consulting firm with at least 10 years of experience.
  4. Two copies of route map signed by the applicant.
  5.  Three copies of attested passport size photograph and two copies of attested specimen signature of the applicant.
  6. Applicant’s income certificate, Income tax identification number and certificate of income tax payment (in case of taxpayer).

3.0       Loan ceiling: Bangladesh House Building Finance Corporation operates its loan activities all over the Country. The terms and conditions of loans depending on various factors, such as importance of the locality, nature of loan, condition on existing roads etc.

The existing terms and condition of loans of the Corporation are as follows :

  • Per unit minimum 550 sqft to maximum 1000 sqft.
Required fees for getting General loan :
(1) Loan application fee : Taka 3.00 per thousand taka for general loan.
(2) Inspection fee : Taka 3.00 per thousand taka for general loan.
(3) Fee for transfer of House/Flat :Taka 7500.00
(4) Loan separation fee : Taka 3000.00
(5) Price of loan application form : Taka 500.00
(6) Transfer application form : Taka 250.00

Rate of interest :
For Dhaka & Chittagong Metropolitan area : 12% per annum
Other divisional, district & Upazila head quarters : 10% per annum

Required fees for getting Flat loan:
(1) Loan application fee: 1000 for (Form) and Taka 5.00 per 1000.00 taka for Flat loan.
(2) Inspection fee: Taka 5.00 per 1000.00 taka for general loan.
N.B.: Ceiling of loan, rate of interest and other fees will be changeable in time to time.

4.0 Loan repayment period:
Regarding various loans the period of repayment is 5, 10, 15, and 20 years.
5.0 Starting date of installment:
Except Flat Loan after receiving the 1st cheque the instalment of repayment will start in the 1st date of 13th month of the 1st cheque. In Flat Loan after receiving the 1st cheque the instalment will start in the 1st date of 4th month.

6.0 Required time for sanctioning a loan:
20 days for Zonal office (in case of Government/ Private plot).
25 days for Regional office (in case of Government/ Private plot).

7.0 Places for Collection & submission  of loan application form:
Loan application forms may be collected and submitted to the respective Zonal and Regional offices.

8.0 Selected Bank and Branches for Repayment:
All borrowers of the corporation can deposit their installments in Janata Bank Ltd., Purana Paltan Branch (Ground floor of BHBFC building) Dhaka. Borrowers of Dhaka metropolitan area can deposit their installment in the selected Branches of Sonali Bank Ltd. in Dhaka city along with Janata Bank Ltd., Purana Palton Branch, Dhaka.Borrowers of Chittagong metropolitan area can deposit their installment in the selected Branches of Sonali Bank Ltd. in Chittagong metropolitan area.Borrowers of all Divisional, District and Upazila areas other than Dhaka & Chittagong metropolitan areas can deposit their installment at the selected Branches of Sonali Bank Ltd. in their respective areas.

9.0 Return of deeds and documents:
The deeds and documents can be collected from respective Zonal and Regional offices after full payment of loan. The borrower himself/herself will collect the deeds and documents after closing of the loan case. If the borrower is dead, the death certificate and succession certificate issued by the word commissioner of the city corporation/chairman of union parished will be required. In this way the successor of the borrower will be able to collect the deed and document by themselves.
